Before your staff starts drafting emails or summarizing reports with AI, it is critical to establish boundaries. Based on the 2026 Municipal AI Acceptable Use Policy and Governance Checklist, here are four fundamental rules every municipality should implement immediately:
1. Humans Remain Accountable AI is a tool to assist municipal work, not a replacement for professional judgment. While AI can draft, summarize, and analyze, it cannot make final municipal decisions. Humans must remain accountable for every output, action, and decision.
2. Protect Sensitive Data at All Costs Staff must never enter personal information, confidential municipal data, closed-meeting content, or security-sensitive details into unapproved or public AI tools (like the free version of ChatGPT). If you are using public browser-based AI, it should be for general, non-sensitive research only.
3. Define "Approved Tools" and "Acceptable Uses" Your municipality needs a documented list of approved AI tools (such as Microsoft Copilot or Google Gemini for Workspace). Furthermore, staff need clear examples of what they can do—like drafting routine emails or summarizing public reports—and what they cannot do.
4. Mandate Strict Human Review for High-Risk Content Any AI-generated content related to by-laws, legal matters, procurement, HR, financials, or public-facing communications issued in the Municipality’s name must be strictly reviewed by qualified staff before use.
